The challenge
A district this size does not have a translation problem, it has a throughput problem. Enrollment packets, family letters, health forms and audiovisual material all move on the school calendar, and every one of them needs to exist in the community's languages before the deadline, not after it. Doing that by routing individual requests to individual translators does not scale to 600 schools.
